Know Who Is QualifiedBefore the Work Starts.
Every covered task needs a qualified person, or someone working under their direct observation within the span of control. X3 Pipeline Qualification answers the question a supervisor actually asks on the right-of-way: can this person do this task, today? AUTHORIZED, ACTION REQUIRED or DO NOT PROCEED.

The Qualification Expired Last Month. The Crew Found Out From the Inspector.
A contractor’s welder was qualified when the job was planned. By the day of the tie-in the reevaluation date had passed, nobody checked, and the work was done by someone who was not qualified for it. That is a finding on paper and a risk in the ditch.
The program was written. Nobody checked the person against the task that morning.

Person. Task. Date. One Answer.
List your covered tasks and your people once, employees and contractors alike. X3 keeps every qualification against its reevaluation interval and checks a person against a task in one step.
Covered tasks
Each task that passes the four-part test, with its evaluation method, reevaluation interval, AOCs and span of control.
Qualifications
Who holds which task, when they were evaluated and when they must be reevaluated.
The check
AUTHORIZED, ACTION REQUIRED or DO NOT PROCEED for a person, a task and a date, with the reason.
Evaluations
Written, oral, observation, on-the-job or simulation, with the evaluator on record.
Contractors
Every contractor company and its workers, held to the same rules as your own crews.
Program
The written program elements and the significant changes PHMSA must be told about.
Stop checking binders at the gate. Check the person against the task.
One Matrix. Every Person, Every Task.
An example of a qualification matrix once covered tasks and crews are listed.
- Welder at Lakeshore Pipeline Services: qualification for Task 32 (welding) expired 9 days ago
- Task 41 (purging) has no qualified person on the North system night crew
- Locator R. Diaz: abnormal operating condition training for Task 12 not on file
- Contractor Delta Coating: 4 workers missing evaluation records (49 CFR 192.807)
Example only. Your OQ program and its covered task list are yours.

X3 Checks the Rules. Your Program Sets Them.
Your OQ program is yours. Four things stay with your team.
Define the covered tasks
Your program decides which tasks pass the four-part test.
Evaluate fairly
Qualified evaluators run the written, oral and performance evaluations.
Set the intervals
Reevaluation intervals come from your program and your task list.
Make the call on the job
A supervisor decides whether work proceeds. X3 gives the facts.
Nobody Works a Covered Task Without a Yes.
An OQ program on X3 is a list of tasks, a matrix of people and a one-step check that says yes, not yet or no, before the work starts.
Check it.
Person, task and date: one clear answer.
Keep it.
Every reevaluation on time, employees and contractors alike.
Prove it.
Five years of evaluation records, ready to hand over.

Why per mile. Pipeline work grows with miles of pipe: patrols, test stations, valves, leak surveys and assessments all scale with the system. So X3 Pipeline is priced per regulated mile. Every product has a monthly minimum that covers your first 100 miles, because every operator carries the same fixed work whatever its size: written procedures, an OQ program, an emergency plan and annual reports. Each mile after that adds a small amount. All nine products cost about four times one, so running the whole loop is the better deal, and paying for a year gets you twelve months for the price of ten.
Prices in US dollars. Subscriptions renew each month or year until cancelled.
